My plant is dying the leaves are going brown up the middle along the spine and are dropping off I have used insecticidal soap as well as fungicidal spray nothing is working...help

Literally overnight have white sticky dots on leaves of beautiful alice mandeville. It's not the normal powdery mildew as it's small dots. What to do? It's quickly spreading all over the plant. Thanks!

I live in Western NC and it gets cold here in the winters. Can I cover my mandevilla with a blanket/sheet and it be ok outside in the winter or does it need to be brought inside?
Mandevilla are hardy in zones 9-11.
Outside of these zones you will need to winter over indoors.
