    To me, it seems as if you are looking at either a bacterial, or fungal infection. I have a method I use to correct this that will also give your plants a little boost.

    My recipe is as follows: First, you will want to prime the soil with dolomitic lime, then spread wettable sulfur to Kill off any infection in the soil. I Also like to spray the plant itself. Mix a few drops of one or more of these ingredients into warm water with a spoonful of coconut oil: Rosemary oil, lavender oil, neem oil, garlic oil, cinnamon extract/oil and for really bad cases, also add clove oil.

    Brand is not important, as long as the numbers are a balanced 20-20-20. This is the easiest and most efficient way to know what is in a fertilizer, and what it is for. If you ask for this balance at your local walmart, or Lowe's, or anywhere that carries fertilizer, then they will be able to direct you to the correct nutrients.

    No fertilizer in winter: plants don't grow much due to the low light level. Unless you have a true tropical hibiscus, your plant needs to have a dormancy period to reset its flowering schedule. Monitor moisture level carefully - it will likely need less than when outdoors and growing vigorously.     It is difficult to control or treat these, as they usually reside within the plant. The best method of treatment is to remove any, and all infected parts of the plant. Now once thing you can try, as plants can take up some pesticides through the roots, is rosemary oil! Just add a teaspoon to a gallon of water, and water in with this. There is no guarantee that this will work, but there is a great chance it will help you to control the problem easier.
