When is it best to prune them? Why do geraniums in Europe have 80% flowers and 20% leaves, and here in Midwest Australia it is the other way around?
I think the flowers and flowering vary with the cultivators that are grown.
Also Geraniums that are grown from seed vs plugs vary quite a bit.
You can prune your Geraniums back really when even it is necessary.

I have about 30 geraniums growing in pots in the garage. They're 1 to 2 years old. They have even flowered during the winter. My questions is this: when should I prune them down and start watering and feeding them? We have given them a little water in late February or March, but this year they have been blooming much longer. Thank you Fiona
You could have pruned them in the fall when you put them into the cold storage for the winter.
I would go ahead and clean up and prune the plants now. Remove any brown or dead leaves and cut the plants back by 1/3.
When the last danger of frost has passed the plants can be placed back outdoors.
Fertilizer can be applied when the plants are actively growing.

I'm ready to plant my geraniums outside. What should the temperature be outside?
Wait to plant geraniums outdoors until frost danger has passed and the soil temperature reaches 60°F.
My grandmother is wondering what these flowers in her garden are. Thanks for the help!
It looks as if it might be cranesbill (also called hardy geranium) .
I brought my geranium inside in the fall. It was beautiful and big, but did not bloom over the winter. I want to put it outside. Is there anything that I need to do to it?
Here is an article on how to acclimate your houseplant to the outdoors:

My geranium has about 7 long, leggy stems with a flower at the end of each and does not look good. Is it too late to prune the branches and how many should I cut back? I will lose the blooms.
This article will help you - it specifically instructs you on how to prune and pinch leggy geraniums:
