My Creeping Myrtle Ground Cover has long shoots and I would like it to butch up, be compact, to fill an area. How can I do that?

If your creeping myrtle is vinca vine, cutting it back may leave it looking scraggly for a time till it branches out, but you can cut it back about once a year to increase vigor. Here are some other options:
