    Depending on the variety, and whether or not it's an herbaceous perennial, your plan should work well. If the plants die to the soil in winter, light will not be an issue.     It sounds like it has too much nitrogen. This will keep a plant from blooming. Try adding some bone meal to the soil and go light with the regular fertilizer. That should help it to bloom.

    In order to get more blooms than foliage, you'll want a fertilizer with lower nitrogen and higher phosphorus, like Bloom Plus. Bone meal is also high in phosphorus. Begin fertilizing in spring and continue feeding about once a month throughout the growing season. Cut back on fertilizer in fall and completely in winter.

    While repotting, use a shovel/knife (or your hands) to carefully separate and remove the suckers and roots into the desired number of plants you would like. Transplant /repot the divisions and water them immediately.
