geLAST YEAR ONLY A FEW ORANGE blossoms. I haven\’ pruned it in years. Plant in about 10 years. Very beautiful until lasr year-mostly foliage

You said vine, but I'm going to guess you have an orange tree. Since it hasn't leafed out, go ahead and prune it. This article tells you how:
