Yucca side growth

We have two Yucca growing outside. They are both growing in massive concrete tubs in sandy soil and as far as we can tell they seem to be enjoying their environment. Our question! They both have young growth, which has started growing on the main trunk. If we snipped them off, can we propagate these new shoots? They really look healthy. Although it is winter now, would these young offspring survive? Our main aim for the younglings is to get them estabilished to become a shelter belt. In saying that the two we have got are growing in conditions that are come sunny, windy, and rainy, but we put them in as young plants and as I mentioned doing well. Hope you can help.
