Yucca Propagation

We have had some luck cutting pups from our yucca plants, putting cuttings into water until they show roots, then planting them in soil in pots. They are still alive and look nice but have not seemed to grow any in about a year’s time. Question: what is the best way to take these pups from a mature plant that has ten or more in order to make additional yucca plants? There has not been a very clear explanation on the web that we as novices can clearly understand. Where do you cut, how do you cut, put into water or soil, in a pot or outside? Other than trial and error we are lost. Can you explain it to us, please?
