Beautifully manicured boxwood hedge appears to have been devastated by sub 20-below temps. There is still less than 10% green leaves and I doused the plants with Copper fungicide and trimmed back 3-4 weeks ago. Can it possibly survive?

Yes it is very possible that they will recover. They are quite hardy shrubs. It may take them a year or two to readjust. This is going to be a game of patience now.
