Will Night Jasmine bloom if pruned to only 3′ tall?

Due to the planting location of our Night Jasmine, we need to constantly prune it to approximately 3′ to 4′ high. We planted them one year ago (Sept. 2018). Unfortunately we have not see any flowering. We wanted the flowers as mosquito repellent.
WILL WE EVER SEE FLOWERS WHILE MAINTAINING THIS HEIGHT?
IS THERE A DWARF VARIATION?
We’re thinking Night Jasmine is similar to Bougainvilleas, just plant and leave it alone to enjoy its full potential. If that thought is accurate, any suggestions on a 3′ to 4′ high flowering mosquito repellent?

There is no real scientific evidence that any plant will repel mosquitoes. The best you can do is rub the suggested mosquito plants on your skin for a repelling action from the oils. Below is a list of such plants.

Night jasmine should be pruned AFTER it blooms, so maybe that is the problem. They can grow to 8 feet tall and are used for privacy screens. Here is more information:
