Why are blueberry buds without differentiated flowers inside when they open? Inside buds are small yellow pieces without any form

and when you touch them they just fall of. All of these buds have dark brown spots inside. On the same plant, there are also good buds and aready small flowers, but also unopend buds whith dark brown spots.
