white stuff on hibiscus plants

I have a white growth on my hibiscus plants. On some plants it kills the branch and stunts the growth of the flowers. I would like a non chemical treatment if possible.

Is the white stuff fuzzy, web-like or powdery in nature? This could be either some type of pest (mealybug, scale, or spider mite) or fungus (powdery midew). Neem oil will help with all of these.
