Gardening Know How Questions & Answers - https://questions.gardeningknowhow.comMy neighbor thought they were white flies, but they do not move or fly. The tiny white sticky things on the top of the leaves on my little lemon tree (10 inches) keep re-appearing. I removed them with a tissue, but they keep coming back. I just sprayed the plant/tree with rose bush bug spray and most of them disappeared, but not all. What are they and how do I get rid of them permanently ?? Thank You.
