I live in southern Ontario and noticed white mold on the leaves and stem of my peonies. I have deadheaded them after the bloom. I am wondering if I should cut the affected stalks off or try to treat it before the winter.

You have powdery mildew, a common problem with peonies. Neem oil seems to help. Since it is the end of the season, it wouldn't hurt to cut the stems back and discard them in the trash.
