Which Plant is this?

Hi, can anyone name this plant ?
I have about 4 of this at my rented home and two of them have dried up.. what can I do to revive them?

It appears to be a type of Privet. There is a chance that it is a type of young Elm tree, but it looks more like a type of Ligustrum (Privet).
