When to use lawn dressing on a new lawn

Good day
I have just finished House construction and I want to install a new lawn.
In soil preparation, is it ok to lay lawn dressing and phosphate before laying/installing the grass?

Generally, you will want to mix the chemicals in to the top 6 inches of topsoil before you lay sod or seed. This will keep the roots from burning due to too much direct contact with the chemicals.
