Gardening Know How Questions & Answers - https://questions.gardeningknowhow.comWhat would cause my 2-year-old Dynamite crepe myrtle tree to start leafing out perfect and then the leaves would turn brown, crispy and fall off branch by branch? The water meter reads wet and soil feels moist. Plenty of sun, mild temps.

Are you seeing any other evidence of disease or insects? Black on leaves would be Sooty Mold.
Japanese Beetles and Aphids can attack and destroy your tree also left untreated. Examine leaves carefully.
This could very well be a watering issue also. To much or too little would cause leaves to shrivel and die.
You mention a water meter. Are you relying on this totally? Does the ground feel soggy? Is the water draining well?
Signs of overwatering can be mushrooms growing in the surrounding soil.
I would start with the water issue and try cutting back.
