What To Plant In Front Of A Wall?

Hi, what low maintenance plant would be best to grow in front of a wall with a 10 inches x 52 feetspace? The wall is 7.5 feet tall. I need something that will not grow into the sidewalk space with little to no cutting. It would be nice if it could grow tall enough to block the neighbor’s second story windows. Will have a drip irrigation system. Thank you.

With such limited space for horizontal growth, I might advise the use of a vine, here.
