What Plant Is It. Why Are Some Leaves So Poor. New Plants Now Growing

Planted 8 years ago.Now 4 foot tall. Flowered first time last year. 5 new plants appeared underneath it s few weeks ago. Do I leave them.

This is my question. I tried to up load 5 pictures and only one up loaded. The picture you can see is one of the new plants growing under the large plant. I will try and up load pictures again.
