What Is Wrong With My Morning Glories?

This bug is eating up my morning glories and they are also getting yellow brown stuff on them. What can I do? I have used dish soap and neems oil. They do not work.

This could be fungal damage, alone, or both that and insect damage! Fungicides will be necessary. Old and damaged leaves will need to be removed.
