What Is ‘Well Draining Potting Medium’

I have a mature rosemary bush that is overgrowing its space and when I planted it,  I didn’t realize how big it would get! It is blocking the light to other smaller herbs, so I decided to put it in a pot. When I looked up the best way to do this, the suggestion of taking a cutting to propagate seemed easiest for a novice like me. However, I’m not sure I understand the term “in a well draining potting medium. ” Does this relate to the soil, or the container?

It is soil where the water will run mostly out. This is normally done with a 2:1 mix of potting soil and either sand or vermiculite.
