What Is The Problem With My Pieris Leaves

The two pictures show something on my pieris leaves, the plant was ok last year but this year a lot of the leaves have some sort of white hard chalky substance on them. Other leaves have black speckles. The pieris is in a pot with correct soil, it still seems healthy and is growing

It looks like mealy bugs, which is type of scale insect. These articles should help:
