What can I use for ground cover never the edge of a river bay that won’t be decimated by flood waters?

I originally thought that I could use Russian or Siberian Cypress shrubs. But I see that they need well drained soil. I am trying to plant something to help stop the erosion of the bank. The bank already has rock, however the upper bank needs help.
