I didn't find anything that was non-toxic but there are hormone growth regulators you can spray on the tree while blooming that interrupts the fruit set. There is a precautionary statement that it is hazardous to humans and domestic animals. Here is more information if you would like to read about them. At the end are some makers of the product, you just have to google it to find info.
