Weeds And Tilling

I have a small garden, 60′ by 30′. I have let it go for two years now. Should I de-weed it before tilling, or will tilling it be good enough?

Tilling the garden while the weeds are still there is okay provided you do so before the weeds seed out. This will only cause them to pop back up.
