Type Of Tree

This tree has really suffered,frost got it early in the year.I gave it new soil,fed it and now it’s improving.I have no idea what it is.There are shoots coming out of the base of it now as well Thanks

We didn't get a photo if you sent one. The shoots coming out of the base of the tree should be removed, especially if the tree was grafted.
