Tree Disease

We have a tree that may be either a large arborvitae or some sort of cypress. It has orange rubbery growths on it (looks like bunches of orange rubber bands). What is this?

Cedar rust galls are an apple growers nightmare. Here is an article with more information. [1]

I believe what you are looking at are cedar rust galls. Look at the pictures at this website
