Treating eucalyptus tree bark with neem oil

Live in Las Vegas, NV and my eucalyptus tree bark is peeling off. There is a part pulled away with what looks like wet tar underneath. We did have a cold winter this last one. What do you think it might all be?

It sounds like it may be wetwood. I would recommend getting an arborist to take a look at the tree. Here is more information on wetwood:
