Transplanting dogwood tree

When is the best time to transplant dogwood trees. It’s currently planted in the wrong location and would look and grow much better in the center of the yard. My hand can still wrap around the trunk. It has many blooms now. Its about 7 feet tall and around 5 or 6 feet in diameter.
