Trimming Pussy Willows

I have a pussy willow bush that is huge. I have always cut it back to the ground in the fall. Realizing that I don’t get to enjoy the blooms that are on there now, would it be smarter to cut it back in the spring? Would it grow back over the summer to a bush?
