THE ENDS OF MY ROSEBUSH CANES HAVE CLEAR -LIKE FLUID DROPS ON THEM…LOOKS LIKE WATER DROPS.

I SPRAYED CAPTAIN JACKS DEADBUG ON THEM ONCE. IT DIDN’T SEEM TO HELP.. THEY ARE POTTED ROSEBUSHES

It could be honeydew, a liquid produced by aphids and scale. The pesticide you sprayed should have killed aphids, but it may not have killed scale, who hide under protective armor. Try spraying with Neem oil and see if that helps.
