Tar Fungus Spots On Flowering Maple

My flowering maple has developed black spots with yellow halo all over its leaves. Is that tar fungus? How can I treat my plant?

It could be, but your tree doesn't have the tar-spot look yet. This article tells how to deal with it:

Most fungal leaf infections can be managed by cleaning up any fallen leaves, so the disease doesn't take hold next year, too.
