soil affected by lime and cement

My small front garden is covered in builders lime and cement due to re-rendering of the house. Will it harm the plants I want to re-populate it with? If so, is there anything I can do to neutralize it?

I would rake up as much of the construction waste material that you can.
From my own experience rakes and scoop shovels work well.

I would add compost to the soil and till it into the existing soil.
This is the time to amend your soil if you have poor soil.

I also would recommend a soil test. Only then can you tell what you have and how best to treat the soil.

Your local county extension office can help you with a soil test.
