Saskatoon Berry Bushes Won’t Bloom – Help Please

I have 3 Saskatoon Berry Bushes. They are healthy. They are about 3 feet tall. They never bud or bloom (and thus no fruit). Why won’t they bud? How can I get them to bud? Details: Northwest WA state, in Cascade foothills. Lots of rain. Blueberries, Strawberries, & Cherries all fruiting in same garden Plants 5 years old. Arrived as whips. 3 feet tall now. Produce nice leaves. No pests. Suggestions? Thank you
