Rotting Rose Buds

I have a beautiful rose bush, but for the last couple of years when the buds are full and about to open, they just turn brown and rot. (The weeks before have been very wet. ) The subsequent buds are fine. Is it just the wet weather causing the problem?Thank you for your time.

Thrips can be controlled by several sprays. I suggest neem oil (organic) or a 3 in 1 that combines insecticide, miticide and fungicide. Either or both should be for sale at your local greenhouse or garden center. Always use products accoreding to package directions.
