Most of the time rosebushes produce red to maroonish foliage is because it is new foliage that will turn green as it ages. Some leaves keep the pretty deep red to maroon color at their outer edges which is quite beautiful set against the deep green of the rest of the leaf. If the red leaves as misshaped or distorted, disfigured looking it can be a sign of doom. The dreaded Rose Rosette Virus can cause this.
