Rose Bush

I have 2 healthy rose bushes growing next to each other. One produces blooms but the other one grows and grows but has no blooms. Any ideas as to what is happening? I have limited skills as a gardener. Thank you.

Here is a link to any article for you on this subject: https://www.gardeningknowhow.com/ornamental/flowers/roses/no-blooms-on-roses.htm [1]

Make sure the one rosebush is not shading the other as the sun being limited to one rosebush over another can and will effect the performance of the rosebush.
