What is this resin like substance on the trunk of the peach tree caused by? Can it be treated? How?

It is caused by peach tree borers. If you are not concerned about organic sprays, permethrin mixed at label directions will kill them. Any borer/miner spray should be a help. Always follow directions on the label.
