Because of the environment that these trees thrive, they are very prone to bacterial infections. Likely, this is what is happening, here.
Fungicides will be your best option, but these trees are very susceptible to a range of infections. If you cannot get a tree to thrive in that spot, then you may need to switch to a different genus.
