purple leaf plum,non fruit bearing

Our plum tree is oozing small amounts of gelatinous material from its bark. There are two areas at the base of the tree roots and one at a fork of an upper branch. Some is clear in color the other brown and both are very sticky. I have cleaned them up and it stopped for a time them returned. I have made up Neem oil and tried that. Other than this the tree looks very healthy and sending out new branches.
