Pruning Wine & Rose Weigela

Last fall, 2016, I planted five of the above weigela. They are growing terrific, already with heights approaching 3 feet, but straggley. I do not want them to get higher than 3 ft, and prefer shorter, more dense bushes. How and when should I trim them back to promote healthy growth next year to move towards my goal? Thanks,
