PRUNING HORSE CHESTNUT TREE

Is there any method to lessen new growth on above tree when pruning. I have a very large tree on a boundary with my neighbour which I prune nearly every year which seems to encourage even more growth the following year. I generally cut back branches up to about 2″ in diameter but which seems to produce several small branches in immediate area which grow to approx. 1 metre during the summer.
I would be grateful for any advice as it is becoming quite a task each year.
