Protecting plants from wind

I have WIND! If I wrap the fence around my garden with clear or slightly opaque moderate-gage plastic pallet wrap, will the wrap decrease or prevent the sun from getting to my plants?

It may slightly decrease the sunlight, depending on the degree of clarity of the material.
