Privacy Screen

I live in Phoenix and I am wondering about planting a privacy screen. The area to plant is only 24 inches wide, approximately 15 feet long, and surrounded by concrete. My biggest concerns are low litter plants, evergreens, safe for dogs, and not too bushy because they are on a property line and will be directly next to the neighbor’s driveway. They will be in full sun and planted in an east-west line. They will be put on an irrigation system for watering.
