Plum Tree

We planted an Italian plum tree (dwarf) in our yard 8 year ago, and it is infested with aphids, and every year, we remove the branches with the aphids. But this year, it seems there was aphids a whole lot. Our neighbour also has a plum tree, a healthy tree full of plums, which I could only envy for. My question is: how can I get rid of all the aphids which keeps coming back year after year? Thank you so much! Lakhvir
