Planting Norway spruce near retaining wall

The neighbors have a beautiful retaining wall that ends at the property line. I want to plant a Norway Spruce near the line to provide some privacy. How far could I plant the spruce without harming their wall with the roots as the tree grows?

Most trees like this can be planted about 5-10 feet from any structures to prevent possible damage from the root system.
