Planting blue Wisteria

I bought a blue wisteria plant from Lowe’s. It’s packaged in a cylindrical covering that is meant to keep in moisture. The plant’s bulb is 2 years old. I live in northern Virginia. I’ve been searching everywhere and I can’t find when I’m supposed to plant it. Do I wait until after last frost, or can I plant it now at the end of February?

You can plant your wisteria two or three weeks before the last frost date, as long as the soil is warm enough to work. If this hasn’t happened yet, please see the following article for advice on keeping your plant healthy until then:
