PJ Rhodi Leaves Curling Up Length Wise

All new growth is very poor looking small leaves spindly. I planted both bushes last spring. Two different spots in the garden. Can’t see any discoloration or insects. No mulch in place. Ground appears to dry out well.

Unfortunately, your photo did not come through. It does sound a bit like they may be receiving too much sun! They are better suited for shady spot.
