Outdoor Hibiscus

I live in Alviv, TX. I have several Hibiscus plants. Now all of a sudden the buds on one of the plants are rotting instead of making a flower like it was doing. The other plants are making flowers. Why is this happening?

It sounds like you may have thrips. These articles will help:
