Non blooming Hibiscus plant

We have a large Hibiscus potted plant that we winter in the basement using a glow lamp to provide “daylight” on a timer eight hours/day. Last summer it was loaded with beautiful blossoms. This summer we’ve had only one blossom and it looks like that will be it. During the winter I add water once/month. In summer I water it every other day and add Miracle Grow fertilizer every other week. Am I doing something wrong that we had only one blossom? Thanks for you input.

It may need a higher phosphorus content, which is responsible for blooming. You can also add bone meal to the soil to increase phosphorus.
